With a 1790/2400 (1230/1600), would a decent university accept me?

I have a GPA of a mid-to-low 3 and scored a 26 on my ACT. I live in Texas, and was wondering if there was any way I could get into a decent university. Nothing Ivy League or outrageously prestigious, but something acceptable. I plan to major in Psychology and would like to attend a school with a good program for such a major.
