What are these light spots?

i am not sure how long i have had these or when they started but i just have these really noticeable light spots all over my body, its most visible on the backs of my knees and my inner thighs, they are not just one large spot, they are lots of small whitish markings in small circles all across my skins surface, i really hate them, please help, also please don't comment saying "i don't know" if you don't know please don't write an answer p.s if it helps i am mixed race (my mum is from ghana africa and my dad is from england)
