Person travel form Ghana to USA do they need to show proof of having $2500 dollars in cash or in account to tr?

do they need to show proof of cash to leave Ghana $2500 dollars called pocket money at customs or gate or security ???? please advise is this scam is a female lives with grandmum and dad says she from Denmark origanlly is this scam??? she wants to come to USA ???? please ansewer!!!!!
