An illegal immigrant wants to return to Ghana but has no money?

There is a gentleman I know that is illegal (overstayed on his Visa by 10 years) no family, no money and no way to get money. He also is mentally ill. How can he return to Ghana without having to go through deportation preceedings and that he cannot afford a ticket? He has a passport. HELP!
