Will I get into Duke University?

You high school GPA and your SAT scores are too low. Extracurricular activities are great, but if you don't have the grades or scores they want, you won't get in no matter what you do. This may be an unrealistic goal. It sounds like you're doing well where you are, and maybe you should stay there.
