Why are most governments reluctant in passing the Rights to Information Bill?

For a true meaning to democracy it should create economic growth and development.And for economic growth and development activities of government should be transparent.This they can be probed and be accountable to the people through the information we as people have.But,Ghana,my country has not seen the need to pass this bill.Why?
