Who do you call for a unique pet?

I want to get a hedgehog, Pygmy marmoset, or something like that. I can only do so much online research, but if I'm wrong about housing, I could be fined outrageously. I just want to know who you call to see if a certain pet is allowed? Also, is the required area for the animal needed before purchase or do you get help after purchase?
