Does the Free Market produce more Billionaires in the U.S. or does the Government?

By the government I mean overly generous Intellectual Property laws like Patents, Trademarks and Copyrights, bailouts that allow Wall St firms, big banks and insurance giants to make outrageously risky investments without fear of loss, grants of exclusive use of public lands for oil exploration, logging and mining, highly profitable pork-barrel government contracts to the influential, grants of public airwaves, street rights of way easements to near monopolistic communication firms, etc.
